
The Lagos State Health District IV has concluded its 2025 onboarding exercise, second edition, with the theme: “Towards Understanding Public Service Ethics and Ethos.” The programme took place at the Oluremi Tinubu Hall, Surulere Local Government Area, with health workers drawn from across the district in attendance.
In his keynote address, the Permanent Secretary of Health District IV, Dr. Abimbola Bowale, said the onboarding exercise was designed to familiarise workers with the core values of the civil service and strengthen their understanding of the ethics and principles that guide public officers.
Represented by the Director of Administration and Human Resources, Mrs. Seriki Titilola, Dr. Bowale noted that the state government is committed to building a public service anchored on honesty, accountability, loyalty, and integrity.
“Character remains the overall guiding principle in public service. Our workers must always put public interest above private gain, uphold standards of conduct, and help foster public trust in government,” he said.
He explained that the programme also aims to prevent misconduct, sharpen workers’ knowledge of professional codes, and equip them with the right tools to support the government in delivering quality healthcare and good governance.
The session featured lectures on civil service codes and ethics, with Dr. Bowale urging participants to embrace professionalism, fairness, and impartiality in their daily responsibilities. He charged them to carry out their duties diligently, treat citizens with respect, and avoid conflicts of interest.
In addition, the onboarding exercise included training on the proper completion of the Lagos State Government Staff Performance Appraisal and Development (SPADEV) Report across various grade levels, a tool designed to track performance and encourage continuous professional growth.
The event marked the second phase of the onboarding series for 2025, reinforcing the government’s efforts to instill a culture of ethical conduct and excellence in the state’s health sector.
