
The Lagos State Government has announced plans to begin construction of the $3 billion Green Line Rail Project by December 2025, a major addition to the state’s expanding urban rail network.
Governor Babajide Sanwo-Olu made the announcement on Sunday during an infrastructure briefing at the Lagos House, Marina, where he described the Green Line as a “transformational project” that will connect Marina on Lagos Island to Lekki, one of the fastest-growing urban corridors in West Africa.
According to the governor, the Green Line will span approximately 37 kilometres, with 10 stations strategically located across Marina, Victoria Island, Oniru, Lekki Phase 1, Jakande, Elegushi, and Lekki Free Zone, among others.
“The Green Line will redefine urban mobility in Lagos and enhance economic productivity across the city’s coastal axis. It will provide a cleaner, faster, and more efficient alternative to road transport while supporting our climate-resilient development goals,” Sanwo-Olu said.
The Lagos Metropolitan Area Transport Authority (LAMATA), which will oversee the project, revealed that preliminary engineering and environmental impact assessments have already been completed. Construction is scheduled to begin in December 2025, with phased operations expected to start by 2028.
The $3 billion investment will be funded through a public-private partnership (PPP) model involving both domestic and international investors. The Green Line is also expected to integrate with the Blue Line and Red Line rail systems, creating a seamless intermodal transport network across the state.
LAMATA Managing Director, Engr. Abimbola Akinajo, noted that the project will generate thousands of jobs during construction and operation phases while significantly reducing traffic congestion and carbon emissions along the Lekki corridor.
“This initiative demonstrates Lagos’ commitment to sustainable mass transit and environmental stewardship. The Green Line will directly support the Lekki Deep Sea Port, Dangote Refinery, and the new international airport under development,” she added.
Transportation experts have described the project as one of the most ambitious rail infrastructure developments in Africa, positioning Lagos as a model for green, smart city transport innovation.
