
The Lagos State Government has announced the reintroduction of its Amnesty Programme for owners of existing buildings constructed without approved planning permits.
According to the Ministry of Physical Planning and Urban Development, the initiative will run for 61 days — from November 1 to December 31, 2025. During this period, property owners can obtain planning permits without paying the usual penalties associated with non-compliance.
Applications are to be submitted through LASPPPA District Offices across the 57 LGAs and LCDAs, or at the Electronic Planning Permit (EPP) Office, LASPPPA Headquarters, Oba Akinjobi Way, GRA, Ikeja.
Applicants are required to present the following documents:
- Title document or proof of ownership
- Survey plan
- Structural, electrical, and mechanical drawings (where applicable)
- Non-destructive integrity test report
- Letter of structural stability and indemnity
- Land Use Planning Analysis Report (LUPAR)
- Evidence of tax compliance
- Other relevant supporting documents
The government said the amnesty was reintroduced to encourage voluntary compliance, ensure a safer built environment, and regularize property documentation across the state.
